Abstract

Today, knowledge-based urban development is considered as a strategic tool to achieve city-building and increase urban competitiveness. The existing theoretical literature shows that the concept of innovation has been introduced as the main driving force of knowledge-based urban development that leads to competitiveness at various levels. But the main structures (factors and currents) of this concept or the so-called innovation mechanization, which is the connection point of these concepts, have not been identified. Therefore, the main purpose of the above research is to cover this part of the theoretical gap in the world literature in mechanizing the urban development of competitive knowledge-based (Innovation Districts) in the metropolis of Tehran.
The purpose of the above research is to collect information in the form of documentary studies in the form of content analysis and specialized interviews with 20 experts in Delphi. 54 drivers affecting the future development of the city of competitive knowledge-based, metropolis of Tehran in the form of 14 components and 6 dimensions (institutional-organizational, economic, physical, socio-cultural, activity-functional and technology-communication) are counted and Then it is processed by structural interaction analysis method in MICMAC software. Findings indicate that 14 stimuli are the most effective on the future development of the competitive knowledge-based city of Tehran metropolis, of which six are the main influential stimuli (culture of knowledge-based decision-making, cooperation of actors Knowledge and decision makers in knowledge sharing, inter-organizational interaction, legal framework to support knowledge-based activities, government investment in knowledge-based activities, strategic cooperation and inter-organizational networking) in the institutional dimension- Organizational And five drivers (knowledge-based business, knowledge-based infrastructure, global urban competitiveness index, foreign direct investment, per capita GDP, international position of business environment and urban innovation) in They cover the economic dimension, which indicates the prominent role of governments and organizations,
